A record is opened by the archive, never bought. Its number is an accession number and is never reused.
Standards
What has to be true before a mark shows. A claim must be VERIFIED — a canonical record, identified correctly, with evidence — for every item a standard requires. What a standard leaves out is stated too, because an omission should be a decision.
